国土空间规划背景下的城市绿色生态网络规划策略及实践

[摘　要]在城市发展中，如何使城镇化与生态化和谐共融是国土空间规划的一项重要研究课题。文章从城市绿色生态网络的组成和特性出发，结合国土空间规划对城市绿色生态网络的要求，提出在尊重自然本底的基础上促进三生空间融合的城市绿色生态网络构建技术框架和规划策略，并以桂林市沙河片区规划实践为例，综合分析评价其生态系统现状，结合生态网络空间构成要素特性开展网络本体和网络区域构建，最终形成生活、生产、生态三大功能空间关联融合的绿色生态网络规划，为以生态文明为导向的国土空间规划实践提供技术参考。

Establishing Urban Green Ecological Network in the Context of National Land Use and Spatial Plan/Chen Jiangbi, Fan Yaming
[Abstract] The integration of urbanization and ecological development is a crucial issue in national land use and spatial planning. In this study, a strategy that promotes the integration of “three spaces” is proposed for urban green ecological network construction technology framework and planning. The strategy is based on the components and characteristics of a city green ecological network, and takes into account national land use and space planning requirements. The authors then use the planning of the Shahe area in Guilin as an example to present the crucial steps in green ecosystem network planning: analysis and evaluation of the status of an ecological system, development of network ontology and network region that combines the characteristics of the constituent elements of its ecological network space, and finally, a synergistic integration of the three functional spaces, i.e., the living, the production and the ecology. This research serves as a technical reference for national land use and spatial planning guided by ecological civilization.

国土空间指国家主权与主权权利管辖下的地域空间，是国民生存的场所和环境，由土地用途、人口、经济、生态环境等要素共同组成[1]。国土空间规划既要保护和改善自然生态环境，又要保障社会经济发展的动力[2]。自改革开放以来，我国快速城镇化消耗了巨大的经济社会资源，土地低效利用、城市功能代谢失调等问题使国土空间高效发展受到前所未有的挑战。为此，国土空间规划需要探究以生态文明建设为前提的“多规合一”有效途径，寻求城镇化和生态化和谐共融之路。
纵观城市发展历程，城市生态环境建设早期表现为附属于城市主体建设空间的绿地建构，绿地空间作为解决城市内部环境问题的隔离地带被提出，目的是划分城市空间结构、控制城市无序蔓延及改善城市生态环境等[3]。20世纪60年代至今，世界性环境污染和生态破坏加剧，规划建设者们从更深层次挖掘绿地与城市的耦合关系，重点关注多元价值的融合。绿地空间呈现出要素多元化、结构网络化和规划区域化等多种特点，城市生态环境建设核心在于不仅能满足可持续性国土资源利用的需求，还能以生态网络为关联纽带，有效发挥其在生产、生活、生态三大主体功能空间中的积极作用。
