升级：关于城乡规划学科认知的自省与解决之道

[摘　要]国土空间规划对城乡规划的“兼并”在一定程度上反映出城乡规划学科内部发展存在的问题。立足业界对“规划”的认识和定义特征进行分析，有助于触及上述问题的本质。文章构建了“规划—城市—人”诉求传递模型及“规划”定义优化模型，基于这两个模型，可以看到视角转换滞后及特征功能定位偏差是规划业界认识和定义“规划”过程中出现的不足之处。基于此，文章认为从“高维”视角下重新审视“规划”—调控“人”与“城市”的关系应作为规划的根本任务，同时应该审慎对待绝对主义，在不确定性中建立“好”的标准。

Upgrading: An Introspection of Urban Planning Discipline/Zhang Haozhe, Dong Wei
[Abstract] The “merger” of urban and rural planning by national land use and spatial planning reflects to a certain extent the existing problems in the internal development of urban and rural planning disciplines. Based on the analysis of the industry’s understanding to and definition about “planning”, it is conducive to getting to the essence of the mentioned problems. The article constructs an appeal delivery model of “planning-city-people” and an optimized definition model of “planning”. According to these two models, it can be seen that the lagging in perspective conversion and the deviated position of features and functions are the deficiencies in the conception within planning industry and in the process of defining “planning”. On this basis, the article believes that to re-examine “planning” from a “high-dimensional” perspective is to regard the regulation of the relationship between “people” and “city” as the fundamental task and, at the same time, to cautiously treat absolutism and to establish a “good” criterion in uncertainties.

0引言

对城乡规划学科能为国土空间规划的发展贡献些什么进行讨论，而不是陷入国土空间规划体系将如何“影响”城乡规划的惯性逻辑中，可能更容易在国土空间规划改革中看清城乡规划学科的未来。这样的讨论也将有益于推动国土空间规划的发展与完善。首先，国土空间规划作为多专业“规划”深度融合的规划类型，其体系尚未成型，在这种情况下，城乡规划难以选择恰当的参照点，进而难以确定其在国土空间规划体系中的位置。其次，中国现代城乡规划在过去近70年的发展历程中吸收了大量先进国际理念，并积累了丰富经验，本土规划理论发展已近萌芽，这些即将生发的理论火花或可为国土空间规划体系的价值取向、目标构建和路径选择提供有益支撑。
本研究立足城乡规划学科，对“规划”的定义进行反省式讨论，以期为回答当前国土空间规划发展面临的“国土空间规划是什么”这样一个基本问题提供借鉴。加之国土空间规划中，对城乡发展问题的关注几乎贯穿每一个角落，因此选择城乡规划作为立足点更显价值。
