城市规划中的风险管理与应对思考

[摘　要]随着城市的不断发展，面临的突发公共卫生事件等重大风险也不断增加，造成的损失亦愈发严重，从城市规划视角思考风险管理的方式方法具有重要的学术意义和社会实践价值。文章结合现有研究和实践提出：在目标层面，规划应树立底线思维，以城市韧性为目标，并将目标细化至具体环节；在空间支撑方面，注重空间留白和设施配置优化；在机制创新方面，着重构建完整的城市风险管理体系，有效组织区域和各部门的工作。

Risk Management and Countermeasures in Urban Planning/Huang Jianzhong, Ma Yuxiao, Liu Sheng
[Abstract] With the continuous development of the city, the major risks such as public health emergencies are also increasing, resulting in more and more serious losses. It is of great academic significance and social practical value to think about the paradigm and method of risk management from the perspective of urban planning. Combined with the existing research and practice, this paper starts from three dimensions. Based on bottom-line thinking, the objective of urban resilience is established and its details specified; the resilient space strategy and facility layout optimization is vital for spatial planning strategy; and it is important to integrate the urban risk management system to effectively organize the work of different areas and related departments.

随着新型冠状病毒肺炎疫情的爆发，暴露出了城市在应对风险方面的诸多问题，突出了进一步提升城市抵御风险能力的重要性。学界普遍认为随着城市的不断发展、规模不断扩大、功能越发复杂，存在的风险就越高[1-2]。世界银行对全球633个大城市现状进行评估统计发现，其中有450个城市暴露于至少一种灾害风险之中，暴露人数占全球总人数的70％[3]。劳合社2015年基于剑桥大学剑桥风险研究中心发布的《2015—2025城市风险指数》①，预测了2015～2025年全球301个主要城市(其中有36个中国城市)的22项人为和自然威胁。报告预测在301个世界城市中，排名前7位的灾害造成的损失占损失总额的3/4，这些灾害除金融市场闪崩、区际冲突及网络攻击外，其余几类风险均与城市的物质空间密切相关(表1)。从中国城市来看，台北的风险等级为第一级，上海和香港位于第二级，第三级的城市有6个，分别是北京、天津、广州、成都、深圳和杭州。这些城市都是高密度特大型城市，城市人口规模均在1　000万以上。综合来看，世界城市所面临的高风险的关键词主要是“空间、高密度、大规模”，这些均与城市规划密切相关。
