广州市国土空间规划监测评估预警研究

[摘　要]建立健全国土空间规划动态监测评估预警和实施监管机制，是完善国土空间规划体系的重要基础和制度支撑。文章在研究纽约、伦敦、北京和上海等国内外城市的规划监测评估经验的基础上，结合广州市的规划评估实践提出：规划监测评估已成为统筹规划实施的核心环节，在组织上应按照政府组织、市区联动、部门合作和公众参与的方式开展实施评估工作；在技术上应建立指标分解—文本拆解—图纸分类的评估框架，形成“总体评估+专项评估+各区评估+政策建议+公众参与”的监测评估成果体系；在实施上应采取“智慧核查+人工监测”相结合的评估方式和分级考核问责制度，提高评估成果应用的深度和广度。

Monitoring, Assessment, and Warning Mechanism of National Land-space Plan, Guangzhou/Zhan Meixu, Wang Long, Wang Jianjun
[Abstract] Establishing and improving the dynamic monitoring, assessment, early warning and supervision mechanism is an important foundation and institutional support for improving the national land-space planning system. Based on the experience of planning monitoring and evaluation in New York, London, Beijing, Shanghai and other cities, combined with the practice of planning and evaluation in Guangzhou, this paper points out that planning monitoring and evaluation has become the core link of overall planning implementation. Organizationally, the evaluation should be carried out in the way of government organization, urban linkage, departmental cooperation and public participation. Technically, the evaluation framework of "index decomposition - text decomposition - drawing classification" should be established, and the monitoring and evaluation results system of "general assessment + special assessment + district assessment + policy recommendations + public participation" should be formed. In order to improve the depth and breadth of the application of evaluation results, we should adopt the evaluation method of "intelligent verification + manual monitoring" and the graded assessment and accountability system.

2019年5月，《中共中央  国务院关于建立国土空间规划体系并监督实施的若干意见》正式印发实施，意见提出要依托国土空间基础信息平台，建立健全国土空间规划动态监测评估预警和实施监管机制，建立国土空间规划定期评估制度，结合国民经济社会发展实际和规划定期评估结果，对国土空间规划进行动态调整完善。
2019年1月，自然资源部发布了《关于召开规划实施评估先行先试工作启动会的通知》，将广州列为9个国土空间规划实施评估先行先试城市之一。通知要求建立动态更新机制，积极探索国土空间总体规划的实施评估工作。空间规划监测评估是开展国土空间规划实施监督考核、制定近期建设规划与年度计划安排、开展国土空间规划动态调整完善的重要依据。在此背景下，以广州市为例开展国土空间规划监测评估研究，构建规划监测评估的价值导向、内容框架和技术方法，促进城市建设和管理动态调整规范化，探索具有全国推广意义的国土空间规划实施评估范式，可有效发挥规划监测评估工作在城市发展中的作用和效益。1国内外规划监测评估的研究进展与特征

1.1国外规划监测评估的研究进展与特征
北美与欧洲等国家的城市长期以来一直高度重视规划的年度监测评估工作，总体规划实施评估与各专项规划的评估工作已纳入城乡规划法律的有关条文。实施评估工作多由城市市政府(市长)牵头组织，各级政府全力配合，其作为年度常规必要的工作内容，是编制、审批、指导城市近期建设行动计划等一切规划建设行为的工作前提与基础。
