城市绿色交通的内涵、特征及发展策略——基于国外实践经验的思考

[摘　要]目前我国正处于绿色交通发展的重大机遇期，但存在绿色交通方式缺乏整合、层级扁平化、需求管理滞后及与土地利用不协调等核心问题，阻碍了城市交通的可持续发展，急需借鉴国外发展经验对绿色交通的概念、内涵、特征及发展策略展开研究。文章首先基于人居环境要素，从自然环境、经济环境、社会环境和生活质量4个维度构建了城市绿色交通的概念与内涵框架；其次，从绿色交通系统、土地利用与交通一体化及绿色交通需求管理3个方面总结了发达国家城市绿色交通发展的经验；最后，通过对比国内外绿色交通发展的背景差异，提出我国需要统筹不同城镇化阶段绿色交通的发展目标，积极探索符合城市绿色交通内涵的土地利用模式，并构建协调的绿色交通需求管理体系。

Conceptualizing the Meaning, Characteristics and Development Strategies of Urban Green Transportation Based on Foreign Experience/Pang Zhe, Xie Bo
[Abstract] The development of green transportation is experiencing great opportunities in China. However, there are some major issues, such as the single and extensive transportation system, inadequate demand management and inappropriate relationship with land use etc. that hinder the sustainable development of urban transportation. It is urgent to study the concept, connotation, characteristics, and strategies of green transportation by learning from foreign experience. First, based on human settlement theory, this paper constructed the conceptual framework of urban green transportation from the four dimensions of environment, economy, society, and life quality. Secondly, it summarized the experience of green transportation development in developed countries from three aspects: green transportation system, integrative development of urban transportation and land use, and green transportation demand management. Finally, this paper compared the background difference on the development of green transportation between China and other countries. The results show that it is crucial to coordinate the development goals of green transportation in different stages of urbanization, and explore the land use mode from the meaning of urban green transportation in China.

我国的交通模式经历了由新中国成立初期的非机动车主导向高度机动化的转变，推动了城镇化的快速发展，但带来了交通拥堵、空气污染及居民生活质量下降等一系列问题，对我国交通系统的可持续发展带来了重大挑战。当前，发展绿色交通已成为应对这些问题的有效途径之一。十八大以来，我国对绿色交通高度重视，2017年交通运输部《关于全面深入推进绿色交通发展的意见》明确提出：“到2035年，绿色交通发展总体适应交通强国建设要求”。尽管在该战略目标的引导下，大量城市进行了绿色交通建设和管理的初步探索，但关于绿色交通的概念和内涵仍缺乏明确的界定，并在绿色交通系统的层次、与外部系统的协调及需求管理等方面仍存在一定问题，需要借鉴国外发达地区和城市的理论与实践经验，进一步明确我国绿色交通的发展阶段与目标，并探寻适应我国绿色交通发展阶段的模式与策略。新时期，随着我国机动交通的快速发展及居民出行需求的日益增长，交通发展的主要矛盾将转变为有限的城市空间和环境资源与无序的交通现实及居民对交通服务多样化需求之间的矛盾[1]，绿色交通作为应对机动化交通问题的有效方式，其概念、内涵与核心问题需要得到全新的梳理，以适应新时期城市发展和居民美好生活的需求。
