[ 摘　要] 继新农村建设、美丽乡村政策之后，国家又提出了乡村振兴战略。在此背景下，规划界和学界在进一步认知新型

城镇化政策内涵的同时，急需梳理乡村规划与城市规划的辩证关系。文章分析现有乡村规划的政策路径和技术路径，指出在

法律、治理架构下，当前乡村规划忽视乡村治理的特征、实施主体的意愿和技术表达的方式等问题。当前的乡村规划都是政

府主导推动的示范性活动，普遍以乡村规划竞赛的形式存在，还未真正出现自治主体主动为之的乡村规划；乡村规划竞赛实

则也是乡村规划教育的主要形式，因此难免存在内容缺陷。文章基于对多领域既有研究的详尽综述，以及具体乡村规划竞赛

案例和教学，阐释城乡规划学科视域的乡村规划技术逻辑体系和政策逻辑体系。

Reflection and Strategies of the Issues in Rural Planning: an Analysis of Rural Planning Competition/Yang Fan,

[Abstract] Rural revitalization is issued after new countryside and beautiful countryside policies. In this context, academic circle of urban planning needs to refresh the interpretation of new urbanization and dialectic relationship between rural planning and urban planning. The paper analyzes the policy and technique of current rural planning, indicates current plans neglects the characters of rural governance, the willingness of farmers, and the presentation of technical products. Current rural plans are models made by the government instead of rural governance bodies. The plans are usually practiced in the form of planning competition, which is also a way of rural planning educations but has defects in its content. Based on the detailed overview of existing studies in multiple disciplines, and rural planning competition and education, the paper explains the technique and policy logic system of rural planning.

“三农”问题是具有中国特色的、在社会发展中所面临的重要问题。作为国民构成重要部分的农民，以及他们所从事的行业、居住的地域、参与社会经济活动的主体身份特征，均具有特定历史和环境条件下的复杂性，体现了中国城乡二元社会体系的方方面面。一直以来，涉农政策始终占据着我国国家政策的首要地位，继十五届六中全会提出社会主义新农村政策、十八大提出美丽乡村政策之后，十九大提出了乡村振兴战略。规划界和学界认为，在实现推进农村地区社会经济发展、落实国家涉农政策方面，具有空间特征的城乡规划是一项重要的政策工具。然而迄今为止，针对农村地区的乡村规划、村庄规划等多以各级政府推动的规划竞赛为形式。本文试图通过对这一现象的反思，剖析乡村规划面临的问题。
