[ 摘　要] 城乡公交一体化在我国学界已讨论多年，但各地方的“一体化”建设实践依旧面临重重困境，主要表现在运营模式、线网结构和管理体制３个方面的整合困难。文章从交通需求、空间层级与发展阶段的城乡差异入手，剖析这一困境现象背后的机制和成因，发现运营机制、空间差异和部门协作是制约城乡公交一体化建设的主要因素，进而提出改善城乡公交一体化建设水平的应对策略：在运营机制上建立精细化和可持续的经营理念，实施收支分开管理，发展公交定制服务，降低运营成本，缓解财政补贴压力；在线网组织上，根据实际的空间发展特征，因地制宜地进行精简高效的线网布局，使一体化后的线网结构兼顾覆盖率和连通性；在公共管理上，避免简单化的行政部门合并思路，将管理权独立出来，构建政府掌舵和社会参与的公共治理制度，降低沟通成本，提升管理实效。

Dilemma and Strategies of Urban-rural Public Transportation Integration/Zhuo Jian, Yu Wen, Li Yunna

[Abstract] Urban rural public transportation integration has been discussed in the academic circle in China for many years.However, local practice of public transportation integration still faces difficulties in the reorganization of operation model, line network structure, and management system. From the aspects of transportation needs, spatial hierarchy, and urban rural difference, the paper analyzes the underlying reasons such as operation mechanism, spatial difference, and departmental coordination, and proposes strategies of improving public transit integration: in operation mechanism, income and expenditure shall be separated in management and customized transit shall be made to lower operation costs and ease fiscal pressure; in line network, simplified and high efficient layout shall be specified according to actual spatial conditions for higher coverage and connection; in public management, the operation right shall be singled out for a joint governance structure by both the government and society to improve communication and management efficacy.

伴随改革开放和经济建设带来的城市化快速发展，我国的城乡差距逐渐拉大。为保障社会公平，使发展成果为全体人民共享，2002 年党的十六大报告首次提出“统筹城乡经济社会发展”的理念；2003 年，我国进一步提出加强农村发展和缩小城乡差距的命题；2007年党的十七大报告又提出“城乡发展一体化”概念[1]。在此背景下，各地城乡一体化建设的实践不断深入。在城乡交通领域，自2006 年起“村村通”公路政策开始启动，国家连续5 年共投资1　000 亿元修建农村公路，城乡交通一体化建设的步伐也在加快[2]。在此基础上，城乡公交一体化建设作为优化城乡客运交通的
