[摘　要]乡村振兴规划是为了落实乡村振兴战略，而无论是中央顶层的乡村振兴战略，是落实到基层的特定乡村振兴规划，都无法摆脱“三农”这一核心问题。“三农”作为一个整体的系统性概念，一直以来是与时俱进并不断延展自身内涵特征的。文章立足于当前对于“三农”的新使命要求，以系统的视角梳理“三农”内部之间及其与外部之间的演变历程，并构建一个解析“三农”特征演变的框架来探讨新时期乡村振兴规划需要重点关注的若干问题。

Mission, System, and Framework: Reflection on The Three Issues in Rural Revitalization Planning/Liu Ruigang

[Abstract] Rural revitalization planning implements the strategies of government at national and local levels. As the core issue in the planning, three rural issues (agriculture, countryside, farmers) have been general and evolving. With new missions of the three rural issues, the paper reviews the internal and external evolution of the issues systematically and establishes a new framework for the discussion of the key points of rural revitalization planning in the new era.

0 引言

党的十九大报告及2018 年的中央一号文件都明确提出，乡村振兴战略的核心是解决好“三农”问题①。由此可见，充分理解“三农”内涵及“三农”问题，是乡村振兴的前提。当前，“三农”问题早已不是简单的吃饭问题，也不是农业、农村、农民的简单缩写，更不是一成不变的静态对象。其使命随着时代发展而愈加重要，三者之间有着更加紧密而复杂的联系，其内涵也在不断拓展演变。若不深入了解并思考“三农”的这些变化，针对乡村振兴的规划实践也很容易会事倍功半甚至南辕北辙。
