[ 摘　要] 为了更好地管理城市街道“破墙开店”，促使其为城市带来更多的正面效应，抑制其负面效应，急需对城市“破墙开店”所造成的影响进行研究。围绕这个目的，文章以上海市曲阳新村地区为例，运用实地调研、质性研究、定量分析和比较分析等方法，分析“破墙开店”的非正规商业给城市和社区带来的影响，并从社会、经济和空间三个维度出发，梳理由其带来的正负效应。最后，从空间分布、业态选择、界面管理、业主和经营者管理四个方面分别提出趋利引导及避害控制的精细化管理方法。

The Effect of “Breaking Wall and Opening Shops” on Streets and Its Management/Cao Genrong, Zhuo Jian

[Abstract] To better manage informal business and exert their positive effects, it is urgent to study the impact of “breaking walls and opening shops”. With Quyang new village as an example, the paper makes on site investigation, qualitative study, quantitative research, and comparative study, analyzes the impact of informal business on community and city. From three dimensions of society, economy, and space, the paper concludes the positive and negative effects of informal business. Finally,the paper puts forwards four improvement strategies: spatial distribution, business choice, edge management, and shop owners management.

0 引言

随着我国城镇化水平不断提高，城市中消费市场规模不断扩大。除正规商业以外，非正规商业的规模也迅速发展。不难发现，当前我国城市中普遍存在着由“破墙开店”所形成的非正规商业。大部分城市管理者在面对街道“破墙开店”现象时采取的态度要么是放任自流，要么是取缔，这两种截然相反的处理措施和态度无疑存在各自的弊端。放任自流带来了负面效应不断扩散的问题，而“一刀切”的取缔又会使其正面效应被全盘否定。如何实现对“破墙开店”的趋利引导和避害控制是优化治理这类非正规商业的一个重要议题。
