[摘 要]在全球化时代竞争性区域主义的催化下,区域竞合此消彼长且分化日趋显著,区域空间重构过程中的城市发展犹如“逆水行舟,不进则退”,错失良机则面临边缘化风险。江门是粤港澳大湾区典型的边缘化城市,研究基于规划边缘化、经济边缘化和交通边缘化特征分析,从区域融入视角重塑其功能定位,并提出“区域联动,构建新廊道”“珠西枢纽,再造新区位”“魅力侨都,践行新范式”的城乡空间统筹规划策略,进一步从空间结构重构、产业布局优化、交通网络重组、旅游全域开发和城乡品质提升等方面对江门城市边缘化突围的规划实践进行探讨,希望能对大湾区、都市圈( 区) 及城市( 镇) 群的边缘化城市或配角化城市振兴发展提供参考。 [ 关键词] 边缘化;空间统筹;规划策略;湾区;江门 [ 文章编号]1006-0022(2019)14-0074-07 [ 中图分类号]TU984 [ 文献标识码]B [ 引文格式] 黄炀,金祎.区域融入视角下湾区边缘化城市空间统筹规划策略—以江门东部“三区一市”为例[J].规划师, 2019(14):74-80. Cities of a region have to seize development opportunities. Jiangmen is a marginal city of the Guangdong-Hong Kong Macao Great Bay Area. The paper analyzes the marginalization of the city from planning, economy, and transportation, reset its functional orientation from regional viewpoint, puts forwards development strategies of building regional transportation hub and promoting urban rural integration, and studies breakthrough measures such as spatial restructuring, industrial improvement, transportation reorganization, tourism development, urban-rural space quality improvement. 0 引言 当前,我国空间发展已经进入区域引领阶段,湾区、城市( 镇) 群及都市圈( 区) 规划等受到学界和业界的高度关注。随着“一带一路”倡议和《粤港澳大湾区发展规划纲要》( 以下简称《规划纲要》) 的深入实施,以及杭州湾、胶州湾等规划研制工作步伐的加快,如何推进湾区空间的协同治理与可持续发展成为国内外关注的重点。粤港澳大湾区是引领新时代区域协同高质量发展的典型代表,《规划纲要》要求湾区各构成城市之间形成互长机制,实现共生形态。然而,在实际发展过程中各城市受到的区域影响力度和作用方向各不相同,导致发展状态差异较大,有的日趋核心化,如东莞、珠海和佛山等;有的日趋边缘化,如江门、惠州和肇庆等。因此,探讨湾区内边缘化城市如何融入和参与大湾区建设,特别是通过内部空间统筹规划,并借力湾区发展的区域资源实现共谋、共建和共生,具有较强的实践迫切性。 |
