[摘　要]中国国家公园体制建设已进入新时期，国家公园体制作为自然保护地的有效管理形式，其生态意义、社会意义和教育意义日渐凸显。由于中国国家公园建设起步较晚，在国家公园规划管理方法方面有待整合与深化，需要借鉴发达国家的经验教训。文章通过对美国红杉和国王峡谷国家公园的规划过程与规划内容进行实证研究，从科学研究依据、法律法规基础、规划管理政策和规划制定过程4个方面论述其规划体系的特点，并提出了国家公园规划体系构建方法，可为中国国家公园的规划管理和体制机制建设提供理论依据。

Research on the Characteristics of American National Park Planning System and Its Experience to China: The Case Study of Sequoia & Kings Canyon National Parks/Chen Yaohua  Hou Jinglu

[Abstract] As the construction of China's national park system enters a new era, the significance of national park system is increasingly prominent. Due to the late start of China's national park construction, there are some problems in protection and utilization. It is necessary to learn from the experience and lessons of developed countries. Through the case study of Sequoia & Kings Canyon National Parks, it expounds the characteristics of the planning system from four aspects: the important scientific research basis, the perfect legal and regulatory basis, the coordinated planning and management policy, and the process of multiple plans. Then, it puts forward targeted and operative suggestions for the planning and management process of China's national parks. It has important reference value and theoretical significance in the planning and construction of China's national parks and the reform of institutional mechanism.

中国的国家公园已进入试点建设新阶段。2017年，《建立国家公园体制总体方案》总结了国家公园体制试点建设情况，要求到2020年国家公园体制试点基本完成。党的第十九次全国代表大会提出了“建立以国家公园为主体的自然保护地体系”，进一步明确了国家公园的定位和作用。至此，中国的国家公园建设进入了实质性推进阶段，开启了国家公园事业发展的新时代。

“国家公园”这一概念最早兴起于美国。从自然和文化保护与利用两个角度出发，世界自然与自然资源保护联盟(IUCN)保护区世界委员会将国家公园列为6类保护区中的第2类，其定义为：主要目的在于保护生态系统和提供游憩服务的保护区[1]。美国是国家公园制度相对完善且运营管理较为成功的国家之一，他们认为设置国家公园的最终目的是为了保护和保存自然资源，但保护的目的是将这些资源开发出来以满足国民需求[2]。美国根据国家公园资源的公益性赋予其使命，建立与国家公园使命相适应的各项规划管理机制，通过多层次的规划体系和科学的规划过程实现公园目标与使命。
