上海城市非核心功能疏解研究

[摘　要]疏解大城市非核心功能被视为解决大城市病的重要举措。在国家提出优化大城市结构与区域协调一体化发展的背景下，研究上海超大城市的功能疏解更具有代表性。文章探讨了非核心功能的内涵与特点，梳理并借鉴国内外大城市的相关经验，结合上海市发展现状与未来愿景，并依托多中心空间发展理论，提出上海非核心功能疏解的目标、机制与空间导向，并从城市和区域两个尺度提出了非核心功能疏解的政策建议，以期对大城市的功能提升和空间结构优化具有一定的借鉴价值。

Research On Non-Core Functions Dispersal Of Megacities, Shanghai/Sun Bindong, Huang Xinnan
[Abstract] Relieving non-core functions of large cities is regarded as an important measure to solve urban diseases of large cities. Under the background of national proposal of urban spatial structure optimization and regional coordination, the study on functional dispersal of Shanghai provides a typical reference. This paper discusses the connotation and characteristics of “non-core functions”, learns from relevant experience of domestic and foreign mega cities, considers the development status and future vision of Shanghai, and proposes the objectives, mechanisms and spatial orientation of non-core functional dispersal based on the “multi-center” spatial development theory. Lastly, implementation policies for non-core functional dispersal at city and regional scales are presented. This paper provides a reference for non-core functional dispersal and spatial structure improvement in mega cities.

对于优化城镇化的布局、形态和城市空间结构，党中央和国家对大城市提出了明确的要求。国家“十三五”规划纲要提出，超大城市和特大城市要提高国际化水平，适当疏解中心城区非核心功能，强化与周边城镇高效通勤和一体化发展，促进形成都市圈；科学划定中心城区开发边界，推动城市发展由外延式扩张向内涵提升式转变。《国家新型城镇化规划(2014—2020年)》指出，推动特大城市中心城区部分功能向卫星城疏散，强化大中城市中心城区高端服务、现代商贸、信息中介和创意创新等功能[1]。超大城市的功能疏解已经上升为重要的战略引导原则，对城市未来发展进行指导。
近几年来，首都北京，甚至是更大空间尺度的京津冀城市群，在疏解非核心功能方面的战略动作十分明显，如通州副中心和雄安新区建设起步，政策力度很大。在城市功能结构优化与空间组织引导方面，上海在国内是意识相对超前的，很早
