后增长主义时期社区社企合作空间治理模式的思考

[摘　要]增长主义期间，政府—市场—社会形成的空间治理模式推动了城乡空间的快速发展。而后增长主义时期的城乡空间正从“增长”向“稳定”，甚至向“收缩”转变。与此同时，城乡空间治理方式也在发生转型。传统范式下，以政企合作为主导的治理模式正在向社企所构成的新型空间治理模式转变。通过对经典治理理论的梳理，研究基于卡尔·波兰尼的双向运动理论，以社区为主要研究对象，构建了社区社企合作的创新型治理模式，并以汕头市大布上社区空间治理为例展开实证研究，对下一阶段中国空间治理的发展趋势进行思考与讨论。

Community Public Private Cooperation In Post Growth Supremacism/Chen Yi
[Abstract] During the period of growth supremacism, the spatial governance model formed by the government, market and society promoted the rapid development of urban and rural space. However, in post growth supremacism, the urban and rural space is changing from expansion towards stablization, or even shrinkage. Meanwhile, the new spatial governance relationship formed by society and enterprise is emerging, especially the social interest group and the market interest group form a new governance mode in community. The paper puts forwards Community Public Private Cooperation model based on Karl Polanyi Double Movement theory. With an empirical research on the community governance of Dabushang community in Shantou, the paper demonstrates new spatial governance mode and mechanism of community public private cooperation. Development perspective of China’s spatial governance is also discussed.

改革开放40年是中国社会经济不断探索、转型、完善的过程。新事物、新理念、新模式伴随着新现象在这个过程密集地涌现。在城乡空间治理领域，如果说改革开放之初的大转型是逐步实现了城乡从一元治理(政府治理、管理)迈向二元治理(政府、市场合作)，那么近20年的增长主义时期的治理结构则是呈现出更加多元化的趋势。然而，从这些愈加多样的空间治理模式中不难发现它们都存在着一种“元叙事”模式，即强调政企合作治理关系前提下的政府、企业与社会之间的均衡博弈。这一城乡空间治理的“元叙事”模式实际上就是增长主义阶段城乡空间治理研究的经典范式。
在城市增长主义时代，空间治理所面对的城市问题几乎都是处于线性关系中的单一目标问题，即经济增长问题。扩张性发展的前置假设是城市发展要素充分，通过要素投放获取地区的发展机会。空间治理则成为衔接要素供给侧(地方)与要素需求侧(企
