精细化管理下武汉市控规层面城市设计转型特征和实施途径

[摘　要]城市设计在精细化管理背景下正处于转型阶段，面临着设计要素复杂、法定途径不明和实施管控手段不硬等方面的问题，城市设计与控规相结合已成为解决该问题的重要手段之一。文章通过分析现阶段精细化管理下城市设计的法定化、技术化、产品化和公共参与等方面的发展特征，探索控规层面城市设计的目标、对象、内容及实施等方面的转型方向，并以武汉市为例，分析转型期武汉市城市设计的核心问题与发展思路，提出城市设计与控规编制融合、成果转换、实施互促的可行实施途径。

The Development Characteristics And Implementation Approaches Of Urban Design Under Regulatory Detailed Planning Level In Detailed Management Mode, Wuhan/Xie Bo, Ding Yang, Zhang Fan
[Abstract] In the background of detailed management, urban design is in the transition stage, facing the problem of confusing design elements, unknown legal path, the powerless means of implementation and so on, and the integration of urban design and regulatory planning has become one of the important means to solve the difficulties. This paper analyzes the development characteristics of urban design, such as legalization, technology, product and public participation; and explores the transition directions of goal, object, content and implementation of urban design in the regulatory planning level; And then taking Wuhan as an example, analyze on the core problems and development of urban design in Wuhan during the transitional period and provide a feasible way to implement for the integration of urban design and regulatory planning, the conversion of design results, the implementation of mutual promotion.
