拉萨市中心城区地下空间开发利用规划探讨

【摘　要】随着我国城市化进程的不断推进，城市土地资源日趋紧张，城市地下空间的开发利用越来越受重视。文章以拉萨市中心城区地下空间开发利用规划为例，根据其地下空间开发现状及工程地质条件，以补充城市土地资源、节约城市能源和优化城市环境为指导思想，从满足城市地下停车和行人过街需求、引导市民充分利用地下空间、优化城区地下综合管廊建设、保证各片区市民安全公正4个方面，进行地下交通系统规划、地下公共设施规划、地下市政设施规划和地下人防设施规划，以期构建安全便利、功能复合、环境舒适的综合型地下空间系统。

[Abstract] underground space development becomes highlighted as land resource shortage gets serious. To better save land resource, city energy, and preserve cityscape, the paper analyzes the status quo and geological conditions, studies the urban development needs in transportation, public service, civil engineering, and civil air defense, and makes correspondent plans in underground space planning of downtown Lhasa city. Thus, construct the safe and convenient, function composite, and environment pleasant city.

0引言

      进入21世纪以后，我国经济持续稳定增长，城市化水平稳步提高，城市地下空间的开发利用也越来越受到重视。一方面，研究和利用城市地下空间资源，向地下拓展城市发展空间，是提高城市运行效率，保持城市生态环境，有效解决城市土地资源供应紧张、交通压力加剧、环境日益恶化、文化衰退及文脉断裂问题的重要措施；另一方面，在城市建设用地日趋紧张的当前，充分发掘和利用地下空间，将交通、公共服务、市政和人防等城市功能延伸至地下，有利于满足城市的发展需求。
