基于规划弹性的广州市原萝岗区“三规合一”规划

【摘　要】“三规合一”是推进新型城镇化、建立统一空间规划体系的重要工作内容。目前，城乡规划、土地管理和经济社会发展需求之间的不适应性矛盾依然突出，如何通过提升规划弹性，提高规划管理效能、释放经济社会发展动力、优化城乡发展布局是“三规合一”的重要研究方向。文章结合广州市原萝岗区的“三规合一”实践，通过设置有条件建设区和城乡统筹土地利用的弹性规划手段，探讨进一步推进“三规合一”工作的有效技术途径。

[Abstract] “Three plans integration” is important in promoting new urbanization and setting up unified spatial system. At present, the incompatibility of urban-rural plan, land use plan, socio-economic development plan is distinct, and improving planning flexibility, planning management, socio-economic development, urban-rural spatial layout is the major mission of “three plans integration”. With Luogng district practice, the paper studies effective approaches of “three plans integration” flexible measures such as limited construction area, and urban rural land use integration.

0引言

      为改善和缓解城乡规划与土地利用规划、经济社会发展规划的不协调问题，我国在十几年前就开展了“三规合一”的试点工作。至今，“三规合一”已成为全国范围研讨的热点，并取得了丰富的研究成果。但是在实际工作中，“三规合一”的推进依然困难重重[1]，特别是在如何提高政府的规划管理效能、适应经济社会发展的需要方面，依然存在很大的障碍，突出表现在难以适应建设项目用地需求的多样性、建设项目用地审批缺乏时效性方面，造成项目建设“落地”困难。
      “三规”编制及其在实施管理过程中导致建设项目“落地”困难的主要原因在于用地规划缺乏弹性，从而引发了一系列繁复、冗长的规划修改程序。在不突破现有的法律、法规和制度框架下，提高“三规合一”的适应性，需要在技术层面进一步提高规划的弹性。本文通过总结广州市原萝岗区的“三规合一”规划编制和实施的经验，认为统筹规划、建设和管理，通过合理设置有条件建设区，结合城乡统筹土地利用政策，有效提高规划对经济社会发展的适应性，是深入推进“三规合一”工作的有效技术途径。
