多重因素影响下的都市型产业园区转型升级规划

【摘　要】文章以上海中心城区闸北区现有的50个都市型产业园区为研究对象，根据上海建设“全球科技创新中心”的总体要求，以及闸北区聚焦“四新”经济和“5+X”重点产业的发展要求，在对产业发展、相关土地政策等进行研究的基础上，结合产业园区现状主要问题，通过整合控制性详细规划、存量工业用地转型规划研究和闸北区产业发展规划，综合分析规划、土地和产业三大影响因素，从建设情况、规划控制、土地利用和产业发展四个方面建立综合评估体系，在此基础上提出园区未来发展方向和相应的处置措施，从而引导产业园区内涵式发展，实现闸北区产业转型升级和土地集约利用的综合发展目标。

A Study On Urban Industrial Park Upgrades Planning Under Multiple Impacts/Wu Binghuai, Wang Huiying
[Abstract] The paper takes 50 urban industrial parks of Zhabei district, Shanghai as examples. Under Shanghai “global science and technology innovation center”, and Zhabei “four new economies, 5+X major industries” development requirement, the paper studies industries, land use policies, and current problems of the industrial parks. By integration of regulatory planning, industrial land stock transition, and industrial development planning of Zhabei district, the plan proposes an evaluation system from construction, planning control, land use, and industrial development, and future development orientation and major disposal measures. It will help realize industrial upgrades and compact land use in Zhabei district.

      产业是城市正常运转的动力，产业的转型提升是城市未来可持续发展的基本支撑。对于大都市中心城区的产业园区而言，未来的发展转型不仅面临经济、产业自身转型升级的要求，其所在的园区往往由于优越的中心区位，还面临空间规划改变、级差地租加大、城市综合管理及环境优化提升等多方面的压力。在这样的情况下，如何进一步提升大都市中心城区产业园区的能级和品质，既引导产业集聚，又充分利用中心城区的土地，增强中心城区产业和综合经济竞争力，逐步降低对房地产的依赖，进而促进城市的可持续发展，必然成为新形势下地方政府的重要课题。
