区域尺度水体保护线划定的技术方法探索与创新—基于武汉市“三线”概念的基础

【摘　要】水体是城市的一种不可再生的特色资源，对城市的生态环境、景观和市民生活品质等方面有着极其重要的影响。开展水体保护工作的首要任务是科学划定各级水体保护范围，从目前各地区的实践看，水体保护线划定手段已由蓝线走向“三线”(蓝线、滨水绿线和灰线)，但在观念上仍然存在“静态保水”的误区。文章基于武汉市“三线”概念，从区域尺度出发，对水体保护线划定的内容、等级和技术等进行创新，提出将一条蓝线变为常年水位线和枯水水位线两条蓝线，从流域视角划分蓝线等级，以及采用“通则+专项技术修正”的思路划定滨水绿线等。在此基础上，文章提出区域尺度水体保护线划定的技术路径，并以湖北省黄冈市浠水县为研究对象进行实验模拟，以期为其他地区的水体保护提供借鉴。

Water Preservation Line Delimitation At Regional Scale: Wuhan Case/Zheng Duanya, Zhou Xingyu
[Abstract] Water is significant to the ecological environment, landscape, and life quality of citizens. The primary mission of water preservation is to scientifically delimit the boundary of preservation. In practice, water preservation line has changed from one blue line to three lines: blue line, waterfront green line, and gray line. In concept the “static water preservation” is still misleading. Based on “three lines” concept of Wuhan city, the paper reinvents the content, level and technique of water preservation line, and proposes two lines control method: normal water line and low water line. The levels of water line are divided by watersheds, and the line is specified by “general principle + specialty amendment” approach. The paper further puts forward the technical route of regional water line preservation, and makes simulation experiment in the case of Xishui county of Huanggang city.

      水体作为城市的一种独特资源，对城市的生态环境、景观和市民生活品质等方面都有着极其重要的影响，因此有必要对水体开展保护规划，而开展水体保护规划的首要任务是合理划定各类等级的水体保护线。
      不同尺度水体保护线的体系逻辑并不相同，目前国内的相关研究主要是面向建设区内中观、微观尺度的水体保护线来进行讨论的。本文认为由于水体之间存在循环连通的关系，想要构建完善的水体保护体系，势必要从更大的视角出发，所谓“不谋全局者，不足谋一域”。因此，本文主要探讨区域尺度下的水体保护线划定方法，事实上，由于技术大体相通，这些思路和方法同样可以被中观、微观尺度的水体保护所借鉴。
