广州市村镇建设用地再开发的新思路与新途径

【摘　要】村镇建设用地再开发是提升我国土地综合利用效率及城市综合实力的关键。文章通过分析广州市村镇建设用地再开发过程中存在的政策缺位、规划缺位、行政效率不足及投资运营商动力不足等问题，提出以政府部门为突破口，制定分类处理的工作方案、适当放宽审批权限及充分地让利于利益相关者是解决问题的关键。

[Abstract] The development of rural construction land is the key to improve the land efficiency and enhance the comprehensive strength of the city.This paper analyzes the situation of rural construction land in guangzhou to research the restrictive factors and strategies.The results show that the absence of policy,the lack of power of the investment operators,lack of flexibility in planning and the low efficiency of the examination are the key factors that restrict the development of rural construction land.Therefore,making the classification process,relaxing the examination and approval authority and giving the benefit to the stakeholders are the key to solve the problem.

      改革开放以来，我国的社会经济取得了跨越式飞速发展，2015年国内生产总值达676　708亿元，综合经济实力位居世界前列。但在经济高速发展的同时，土地资源消耗迅速，以大规模增量土地开发促进经济增长的发展方式已经难以为继[1-2]，在有限的土地资源基础上展开存量开发成为必然。特别是经济快速发展地区早期开发建设的旧城镇、旧村庄和旧厂房(以下简称“三旧”)已步入老化危破的阶段[3-6]，迫切需要进行环境功能的改造与提升。当前，我国的城市环境、产业素质相比国外同类城市，差距日渐拉大，城市面临严峻挑战。为此，国家层面提出了建设节约型社会、推进土地资源节约集约利用的重大命题。进一步细化理解，即通过对传统产业园区内存量用地的再开发及存量物业的改造，推动产业的转型升级，调整经济、社会发展方式，改善城市环境、提升城市整体竞争力[7-8]。
