特大城市生态空间规划管控模式与实施路径

【摘　要】随着国家层面对生态文明建设不断提出更高要求，各大城市愈来愈关注城市生态空间的规划、管控及实施。文章以武汉为例，以城市总体规划编制完成后持续开展的一系列生态空间规划等相关研究为基础，从构建全域生态空间规划体系、探索生态空间管控模式与制定相关政策法规等层面，提出一整套特大城市生态空间规划及实施思路，为推进城市生态文明建设、促进特大城市集约有序发展奠定基础。

[Abstract] More and more planning, governance, implementation of urban ecological space are carried out by large cities as the importance of ecology issue gets elevated. Based on the ecological and spatial plans after the master plan of Wuhan city, the paper raise a set of metropolis ecological space planning and implementation concepts for panoramic ecological space system establishment, ecological space control model, and relevant policies. The study sets a basis for ecological civilization and compact urban development.

      党的“十八大”、十八届三中全会将生态文明建设作为国家战略，强调要“划定生态保护红线”，“用制度保护生态环境”，“要实施重大生态修复工程，增强生态产品生产能力”。近期国家又出台了生态文明体制改革总体方案，这标志着我国生态文明建设的顶层设计已经明确。在城乡规划领域，各大城市愈来愈关注城市生态空间的规划、管控和实施，但目前，相关规划在编制体系和内容深度上并无统一标准，在推进生态空间管控与建设实施的体制机制、管控模式和政策保障上，也仍处于探索阶段。
