新型城镇化背景下产镇融合规划编制方法研究—以江苏省金坛市直溪镇为例

【摘　要】产镇融合是推进新型城镇化的新手段之一，但现阶段我国城镇发展以城镇总体规划、城乡统筹规划为主，缺乏整体层面对产镇融合的深入研究，如何编制产镇融合规划成为发达地区小城镇研究中急需完善的课题。文章以江苏省金坛市直溪镇产镇融合规划为例，在界定产镇融合内涵的基础上，建立测度产业布局、空间规划及人居环境融合发展的评价指标体系，结合城镇发展历程剖析现状问题，构建产镇融合规划编制技术框架，明确城镇发展路径及优化策略，以期探索新时期小城镇规划编制方法，为发达地区城镇发展提供借鉴。

[Abstract] Industry-city integration is an important approach of new urbanization. Presently small town development is guided by urban master plan or urban rural integration planning, and lacks in depth study on general industry-town integration. Industry-city integration planning is an imperative issue of small town development in developed regions. The paper takes Zhixi town planning as an example, defines the connotation of industry-city integration, establishes an evaluation system for industrial layout, spatial planning, and living environment, sets up a primary planning framework, and studies the development path and improvement strategies of small towns.

      小城镇作为苏南经济发展的重要主体之一，长期以来“工业化超前城镇化”的发展模式，导致其建设与产业发展“错位”现象突出，其发展面临土地、产业和环保等一系列困境。尤其在当前新型城镇化背景下，苏南小城镇发展面临着更为严峻的挑战。如何有效协调产业与城镇的健康发展，成为小城镇发展急需解决的重要问题。在借鉴产城融合理念的基础上，推进产镇融合成为小城镇实现新型城镇化建设的重要路径。基于此，本文结合江苏省金坛市直溪镇产镇融合的规划案例，对产镇融合的内涵进行辨析，提出相应的规划编制框架，并对相关路径和策略进行探讨。
