城市绿地系统专项规划编制思维的转变—以宁波市绿地系统专项规划为例

【摘　要】随着我国城市生态文明建设重要性的逐步提高，生态建设逐渐从被动性、注重“量”的绿地建设转向主动性、注重“质”的生态营造。在此背景下，绿地系统专项规划作为城乡绿地保护和管控的重要依据，应及时转变编制思维，以满足新时期城乡发展的需求。文章以宁波市两版绿地系统专项规划为例，提出规划应跳出传统“城市本位”的规划编制理念，走向城乡统筹的“大绿地”理念，打造集生态保护、休闲慢行和防灾避险等多元功能于一体的“品质绿地”，同时完善绿地系统专项规划的规划管理。

Transition Of Green System Planning Compilation: Ningbo Case/Zheng Jianxia, Niu Mengyun
[Abstract] As ecological civilization is getting more and more important in urban development, ecological development is changing from passive construction to active improvement. Green system planning is important in green space preservation and governance. Planning compilation shall transfer towards new situations. The paper introduces the two versions of Ningbo green system planning, argues that planning shall break city boundary and develop towards urban rural integrated green space, builds quality green space with functions of ecological preservation, recreational slow system, and disaster prevention, and green system planning and management shall be integrated.

0引言

      在我国进入全面建设小康社会的决定性阶段，生态文明被提到越来越重要的地位，绿地建设作为提升城市环境品质、惠及百姓生活的重要项目，其承载的功能逐渐增多，内涵也日益深化。在此背景下，我国城市绿地系统规划理论和实践不断发展，传统局限于城市建成区和单一消除环境污染的绿地系统规划编制思维已难以满足新常态下城镇发展的需求，绿地系统规划正逐步转向更宏观、更多元的视角，其地位也从最早作为总体规划的章节上升到专项规划。
