【摘 要】沈阳市棚户区改造工作起步较早,历经了以“城市更新”“旧城改造”“共享公平”为导向的三个阶段,在技术手段与融资模式上均作出了创新性的探索。在新一轮棚户区改造工作中,沈阳市深入贯彻和落实国家及省政府的相关政策、要求,以现状人口、空间和产业数据研究为基础,利用规划手段进行科学分析,通过建立市区棚户区改造“一张图”来进行平衡布局;结合产城融合提升城市内生动力,充分吸纳棚户区改造重点地区的劳动力就业,完善公共服务设施、基础设施两大配套体系,通过多渠道的实践,探索出在规划布局、体制机制和投资融资多方面的创新模式。 [关键词]棚户区改造;模式创新;沈阳市 [文章编号]1006-0022(2016)01-0005-06 [中图分类号]TU984.11+4 [文献标识码]B
Review Of Shanty Town Renovation In Shenyang/Liu Zhiguo, Hu Yijun, Chen Chen [Abstract] Shanty town renovation in Shenyang started late and experienced urban renewal, old district renovation and equal sharing periods, and tried innovation in technique and financing. In the new round of shanty town renovation, Shenyang implemented national and provincial policies, conducted status quo study on population, space, and industries, makes balanced layout with “one drawing”. The renovation improves city vitality through industry-city integration, creates job opportunities for renovated shanty town people, integrates public service and infrastructural systems, and explores a new model in planning layout, mechanism, and financing. 1沈阳市开展棚户区改造工作的背景
棚户区是指我国国有土地上集中连片的简易结构房屋较多、建筑密度较大、基础设施简陋、房屋建成年限较长、使用功能不全及安全隐患突出的居住区域。棚户区改造是政府针对棚户区进行的存量土地盘活、用地结构优化、服务功能升级及用地节约集约的住房改造工作。本文以沈阳市为例,在回顾其棚户区改造历程的基础上,对棚户区改造的创新模式进行探索。
