【摘　要】海口作为我国唯一的热带滨海省会城市，具有一定的特殊性，在国家推动海南国际旅游岛建设的整体战略下角色突出、地位重要。研究从海口的独特性和中心地位出发，结合国际旅游岛的建设要求，探讨了新时期海口城市功能体系完善和空间结构调整的路径与重点。海口城市功能体系的构建应围绕“国际旅游岛中心城市”和“最精最美省会城市”两个目标展开，并带动区域、市域和主城区三个层次的空间调整。区域层面的重点是协调海口与周边市县的关系，增强海口的中心地位，打造“省会经济圈”；市域层面的重点是客观识别市域南北空间发展的差异性，分别加以引导，同步推进城乡统筹发展；主城区层面的重点在于有针对性地调整和完善功能布局。

Haikou Functional System And Space Restructuring From International Tourism Island Construction Viewpoint/Yang Chunzhi, Zhao Qunyi
[Abstract] As the only tropical provincial capital in China, Haikou is special in promoting tourism island strategy. The paper studies the functional system integration and spatial structure adjustment of Haikou city. Haikou shall follow “central city of international tourism island” and “the most beautiful provincial capital” development vision, push spatial adjustment at region, city, and central city levels. At regional level, the emphasis is coordination between Haikou city and surrounding region; at city level, the emphasis is differentiated development of southern and northern area while pushing integrate development; at central city level, the emphasis is adjustment and integration of functions.

      2009年12月31日，国务院发布《关于推进海南国际旅游岛建设发展的若干意见》，提出将海南省建设成为世界一流的海岛休闲度假旅游目的地、全国生态文明建设示范区、国际经济合作和文化交流的重要平台、南海资源开发和服务基地、国家热带现代农业基地[1]。国家在谋求发展方式转变和经济结构调整的关键时期，将海南国际旅游岛建设上升为国家战略，其意义不仅仅是促进海南省更好、更快的科学发展，更重要的是为整个国家的转型发展先行先试、积累经验。从一定程度上讲，海南国际旅游岛建设事关国家科学发展和改革开放的全局[2-3]。
