三规合一”背景下的城乡总体规划协同发展趋势

【摘　要】“三规合一”是当前城乡总体规划的创新方向。研究结合城乡总体规划编制实践，在“三规合一”的新背景下对“三规”不协调的根源问题进行分析，提出城乡总体规划编制过程中“三规”衔接的核心问题，并基于此对城乡总体规划的发展趋势进行分析，提出城乡总体规划应以协同规划为导向，从发展目标、空间平台、空间管制和机制建设等方面加强“三规”协同，通过共同目标、多维视角和联合审查等手段加强城乡总体规划的可实施性，为新时期城乡总体规划的编制提供了新的思路。

[Abstract] “Three plans integration” is an orientation of present urban-rural master plan innovation. The paper analyzes the problems of “three plans” disintegration, indicates the major problem in master plan compilation, raises three plans coordination suggestions in development vision, spatial platform, spatial governance, and institutional development, increases master plan feasibility through shared goal, multiple viewpoints, united examination, and provides a new concept for master plan compilation in the new era.

      自20世纪90年代中后期以来，针对土地利用总体规划(以下简称“土规”)、城乡总体规划(以下简称“城规”)和国民经济与社会发展规划(以下简称“经规”)这三个规划(以下简称“三规”)之间协调问题的研究一直是规划研究的重要领域。近几年，党和国家领导人对“三规合一”提出了重要指示，“三规合一”成为规划机制与体制改革的重要方向。2013年12月，习近平总书记在中央城镇化工作会议上对“三规合一”提出了明确的工作要求，即构建统一衔接、功能互补、相互协调的规划体系，形成一个县(市)“一本规划、一张蓝图”。国务院总理李克强也在“省部级领导干部推进新型城镇化研讨班座谈会”的讲话中提出要在市县层面探索经规、城规和土规“三规合一”的要求。
